Well-managed cities use data to equitably deliver services and solve problems. The What Works Cities Certification program, launched by Bloomberg Philanthropies and led by Results for America, is the first-of-its-kind standard of excellence for data-driven, well-managed local government.

Sustainability of Practice
for Data-Informed Government

Building a best-in-class, evidence-based city requires more than technical expertise, policy codification, and formal processes. It also relies on a culture of accountability, continuous improvement, trust-building, and a clear, shared vision.

My role focused on creating a curriculum to support cities in embedding sustainable data practices. Drawing on human-centered design methods—such as stakeholder interviews and synthesis workshops—the curriculum was designed to foster both individual capacity and team capabilities as levers for broader organizational change. Particular emphasis was placed on incremental progress, adaptive approaches, and valuing internal and external feedback to drive long-term impact.

What Works Community of Cities

Cities across the U.S. often face similar challenges, even if those challenges present differently. The Community of Cities initiative connects local governments through shared resources, events, and programming to promote cross-city learning and collaboration.

As part of this effort, I collaborated closely with the Community of Cities team to develop a range of support strategies. My contributions included building an online platform for peer learning, curating content, and designing interactive components that allowed cities to share tools, challenges, and success stories in real time.
